Prime Minister's Office has sent a directive that a minister and secretary of a ministry should not travel out of Delhi at the same time
Media Release
Jun. 17, 2006

Prime Minister Manmohan Singh's media advisor Sanjaya Baru said that there was ''nothing new'' in this and it was a reiteration of an existing policy that when a minister travels out of Delhi, the secretary should be here or vice versa.

"It's, in fact, a policy which the Prime Minister follows when he travels. Most often, the Principal Secretary to the Prime Minister is in Delhi. Only when he is required in some important visits outside Delhi that he goes with him," he said. "I think the general idea is the work of the ministries should not get affected and that both the minister and the secretary should not travel at the same time," Baru said. Asked if the rule has been flouted in recent times, he said "I am not aware of that. May be, there have been instances. I am not aware of that. " Asked why the directive was sent, Baru said "in government, you constantly remind people of such things. I think people keep changing and there are new people and you have to remind them what government's rules and regulations are".
