Extraterrestrial civilizations in Moon and Mars?

An advanced extraterrestrial civilization does not colonize a vast real estate like Moon or mars like we can imagine. Their nature of colonization is different. In places like Mars and Moon there are not much going on in terms of native intelligent civilization. If at all there can be some microbes or life at a very early stage. The advanced type III or IV extraterrestrial civilization needs this vast cosmic real estate as watch towers over the vast span of the physical Universe. They also need it to maintain strategic offensive capabilities to deter any threats from unknown possibilities.

So when we are looking for intelligent life on Mars or Moon, we do not see any. But that does not mean that part of the solar system is not under control of super power of the Universe. As a matter of fact many scientists now believe that Moon and Mars out of zone for manned terrestrial expeditions. In other words we are barred from visiting them in person because they belong to some other civilization. Sending a tem of explorers on Moon and Mars is equivalent to breaking the trespassing laws of the Universe.

What can you expect to see in mars and Mann? Nothing much on the surface of these almost dead real estate. The surprise is hidden deep under the crust. The presence of advanced civilizations may not even be even manned. Do not expect much to see even if you gig a mile or so in Moon or Mars. Very advanced extraterrestrial civilizations control their vision and presence with the help of higher dimensional projection over space and time. We may never understand their presence except get a glimpse of strange object that come and disappear all on a sudden just like the UFOs.

The other reason for colonization is minerals. That is where the conflict is between the terrestrial and extraterrestrial civilizations. That may be the main reason why humans are prohibited from exploring and retrieve natural resources from mars and Moon.
