Russia seems to be on the offensive this time. They made Americans promise that there will be no new base in Central Asia. They refused to renounce Iran on nukes.

According to media sources, U .S. Secretary of State Condoleezza Rice assured Russian President Vladimir Putin that Washington will not attempt to establish new military bases in Central Asia, Russian Foreign Ministry Sergei Lavrov told RIA Novosti news agency. There is a U.S. base in Manas, Kyrgyzstan.

At a meeting with visiting U.S. Secretary of State Condoleezza Rice in Moscow on Oct. 15, the Russian government rejected the U.S. request to make Iran renounce its nuclear program, Russian media reported Oct. 15. Russian Foreign Minister Sergei Lavrov said Iran has the right to enrich uranium according to the Nuclear Nonproliferation Treaty. Lavrov added that Russia will not support an International Atomic Energy Agency vote in November to refer Iran's case to the U.N. Security Council, though it remains unclear whether Russia will try to block the vote or abstain.
