Al-Queda plans political take over of Iraq : letter released by U.S. intelligence officials

Al-Queda does not want to repeat the mistake of the Taliban, who restricted participation in governance. They are eager to adopt a political program alongside a military one in Iraq.

Deputy al Qaeda leader Ayman al-Zawahiri has urged Abu Musab al-Zarqawi to adopt a political program alongside a military one in Iraq in an effort to pave the way for the establishment of an Islamic government in the country once U.S. troops leave, according to portions of a letter released by U.S. intelligence officials Oct. 11. In the letter, al-Zawahiri pressed upon al-Zarqawi, leader of al Qaeda in Iraq, the need to forge a broad political movement. He called for including not only militants, but tribal elders, scientists, merchants and "all the distinguished ones who are not sullied by appeasing the occupation," and warned against repeating "the mistake of the Taliban, who restricted participation in governance."
