US-Pakistan relations in a major crisis over capturing Bin Laden
While Pakistan appears to be close ally of United States, the relationship behind the face saving curtain has become increasingly shaken. United States finally have realized that Musharraf Government is walking a fine line between the “Shadow ISI” Pakistani intelligence sympathetic to the Islamic Jihadists and the needs of United States.
Pakistan understands that once Bin Laden is captured, Taliban and Al-Queda totally dismantled, United States may not need Pakistan for long as an ally. But the biggest factor hindering US operations in Pakistan is the calculated moves by influential figures at the middle and lower levels of Pakistan's intelligence and security apparatus to thwart offensives against the militants. Some of this reflects countermoves by Islamabad against American attempts to push the limits of tacit security agreements with the Pakistanis. However, it is also a sign that the Musharraf regime does not have tight control over its own intelligence and security services -- and of this, Islamabad is keenly and nervously aware.
This is the “Shadow ISI” the hidden Pakistani intelligence and security operations that run in parallel with the Musharraf’s Government agencies.
The bottom line is that the shadow elements of Pakistani intelligence and security apparatus are hindering US operations in Pakistan. Musharraf knows this but cannot do much. This is irritating the American Administration for along time. Bin Laden and his top aides are hiding in Pakistan-Afghan border areas – so called inaccessible areas and difficult terrain.
The recent American refusal of going into a civilian nuke agreement with Pakistan similar to that in India manifests the deteriorating relations between the two nations.
America and the world have to maintain a fine line. The worst nightmare for the whole world will be – Al-Queda getting hold of tangible and intangible portions of the Pakistan’s nuke arsenal. Pakistani nuke engineers probably are already available indirectly to Al-Queda and other militants.
India is watchful too. The Islamic Jihadists may attempt to test their suitcase nukes in India first before taking the same to the West.
