India eager to submit improved services offer at World Trade Organization to improve outsourcing climate
India gains a lot from services offering in the World Trade Organization. One of the main reason India has joined the WTO is because it can benefit from WTO’s open door environment in service sector.
India will submit its revised offers on services in the WTO shortly with improved and "very wide" commitments in various sectors even though the revised offers from developed countries like US and EU have not been satisfactory, a top government official said Monday.
"The overall quality of initial revised offers has not been satisfactory. We will make our revised offers soon... our commitments would be very wide and improved," Joint Secretary in the Commerce Ministry, R Gopalan said at a UNCTAD workshop.
India will offer improved commitments in architechture, veterinary, business consulting, real estate, management consulting, environment, financial and telecom services, he said during discussions on services negotiations in the run-up to the Hong Kong Ministerial conference in December.
However, certain sectors in which India's major trading partners have evinced interest like retail, legal and auditing remain sensitive and need to be dealt carefully, he opined.
The revised offers were originally scheduled to be submitted by May 31 this year. The US, EU and Canada are among the few countries who have submitted the revised offers so far. Gopalan said some of these revised offers are not very different from the initial offers. The US has not even changed the limit of H1B visa from 65,000, he added.
India's proposal, which offers liberal FDI limits in services sectors, including telecom and financial services, was approved by the Cabinet Committee on WTO on July 25.
