Rice conciliatory in Russia but Putin goes ahead with sale of advanced missiles to Syria
Russia has decided to go ahead with sale of advanced shoulder-launched Strela 8 anti-aircraft missiles to Syria. US Secretary of State was conciliatory in Russia She said that U.S. actions in former Soviet republics are not anti-Russian, nor a measure meant to diminish Russian influence in the region. She said the United States seeks to develop normal relations with fully independent states. Speaking of recent political changes in Georgia, Ukraine and Kyrgyzstan, Rice said Belarus is the last dictatorship remaining in Europe, adding that "it's time for a change" there.
Russian President Vladimir Putin said that Moscow plans to go forward with selling advanced shoulder-launched Strela 8 anti-aircraft missiles to Syria. Putin said this would create problems for Israeli aviation in that "Israeli jets will no longer be able to fly over" Syrian President Bashar al Assad's palace.
In another interesting development though, NATO and Russia agreed to work together on troop training and military maneuvers. The agreement will allow NATO troops to transit through Russian territory for the first time. Russian Foreign Minister Sergei Lavrov signed the agreement. The Russian Parliament must still approve the measure.
