Can oil emargo really work against Iran if India and China are not willing to cooperate?

China's crude-oil imports from Iran last year were up 32% from year earlier, to 29 million metric tons, including some unaccounted inventory transfers according to China's General Administration of Customs The 560,000 barrels of crude is massive import from Iran. India plans to continue buying oil from Iran and as a matter of fact increase the amount by similar proportions.

China's overall crude imports were up just 6.2% but from Iran it was up close to 32%. Beijing has all along defended its close lies with Iran, the No. 3 supplier of crude to its energy-hungry economy, as the U.S. and Europe try to increase pressure on Iran over its nuclear activities. India has taken a similar stand.
