Iraq – the democracy of convenience confronts insurgents with amnesty and military dominance
Staff Reporter
Apr. 9, 2005

There is no way insurgents will win in Iraq but they are causing major headache for every one. The Iraqi Government is in place but it’s a group of people who came together to share the fruit of convenience. The Iraqi Government confronted the insurgents with amnesty offer and threat of military dominance.

Iraqi President Jalal Talabani took office on April 7th and immediately offered amnesty to Iraqi insurgents who turn away from the Sunni-led armed resistance. Talabani differentiated between Iraqi insurgents and foreign fighters, offering no clemency to terrorists from abroad. He also said the amnesty does not extend to insurgents who have killed civilians and raped women, but he left open the possibility of forgiving insurgents who had killed combatants. Hachim Hasani, the Sunni assembly speaker, said the amnesty offer has yet to be formalized with a presidential order.
