It is a wake up call for India and Jammu and Kashmir government. The only way to handle terrorism and militancy is compassion and forgiving. Otherwise the war of terror continues.
Citing instances of excesses committed by the security forces, a report of America's department of states has accused the Jammu and Kashmir government of being ineffective in dealing with extrajudicial killings of persons in custody, disappearances, torture, rape by police and other security forces.
"lack of accountability permeated the government and security forces, creating an atmosphere of impunity" the report says. It is released by the Bureau of Democracy, Human Rights and Labor of the US Department of State.
It is interesting to note US has done little to follow the same in Iraq. But the point is India must take notice of this report and implement corrective measures.
India maintains a much higher standard in human rights than the Europeans and the Americans. That tradition and trend must not change no matter how extreme the pressure is in Kashmir.
India has taught lessons to the whole world about its nonviolent movement and compassion. No one should be able to point fingers at India of human rights abuse.
