It is a clear win for the Americans. Kosovo's prime minister said parliament will meet Sunday for a special session to declare the province's independence, a bold and historic bid for statehood in defiance of Serbia and Russia.
Kosovo has appealed directly to the US and other nations for recognition. It wants to sidestep the UN process of recognition. Kosovo's independence sets up a showdown with Serbia. Serbia is outraged at the imminent loss of its territory and a virtual surrender to American interests. Russian President Putin, who warns of a dangerous precedent for separatist groups worldwide, indicated that the declaration of independence is easy but implementing the same can be far more difficult
