High-technology US-India trade takes a leap forward – can terrorists gain access to high tech gears?

The Commerce department in US made it easy for US exporters to export high tech hardware and software to India. The program allows controlled and monitored high tech transfer of services, goods and technology India. It is a great thing for Indian progress in high technology. It is also great for American companies in expanding to fastest growing high tech market of the world.
However, some think tanks believe unless India can somehow exclude the commingled international terror operators in the country, it can be devastating not only for India and US but also for the rest of the world.
In America, Islamic population and possible Al-Queda cells are miniscule in number than in India. It is very easy for the international terror operators to form a high tech company in India as long as they can export high technology services to Middle East or any other parts of the world. That same company now can import high tech gears from America posing as if an Indian high tech company is importing the American technology.
Monitoring Indian companies is not easy. The salary levels are still so low that the terror operators can plant moles within established Indian high tech companies. These moles can they transfer the high tech gears and technologies to the terrorists.
