A division in Chinese military and communist party on how to fight CIA's cyber attack initiatives
Media Release
Sep. 30, 2007

A part of the Chinese military and communist party believes they should go vocal and make the world aware of CIA initiatives that are threatening China’s security apparatus. The other part believes that it is better to fight the CIA just like the Russians – talk less, expose less and do the work.

The second think tank has won the first round. According to media reports, Chinese authorities have taken the rare step of censoring an article in a Communist party magazine in which a top official urged tougher action for the “enormous” damage caused by US and other western cyber-spy attacks. The September edition of the Chinese Cadres Tribune was recalled quietly from circulation and replaced with a version that did not include the five-page article by Lou Qinjian, vice-minister of the Ministry of Information Industry.

The dividsion in the Chinese Military is also clear. In a recent gathgering in Moscow, a Chinese General called CIA the cycber hacking experts. But on his return to China he was told to keep his mouth shut.

According to international think tanks, China is expanding its cyber spy networksd in America and Western Europe. Russian have more spies in cybernetwrks than they ever had real spies in Soviet era.

The issue is simple. If a military network can be hacked quietly and ‘software agents’ inplanted quietly, during the war, the capability of that military will be reduced to nothing.

China’s advantage is its sleeping cells in America. American Universities bring in thoudsands of Chinese students in computer science and engineering. They even get Amereican scholarships to complete their doctoral work. Many of them are actually Chinese speies and are part of a massive Chinese cyber network in US and Western Europe.

These Chinese sleeping cells are well distributed all over the world. They are implanted in universities, laboratories and other sensitive areas. Post doctoral fellows, University faculties and research scientists form the bulk of the sleeping cells in the world.

The part of Chinese military and communist party that believes that it is better to fight the battle quietly are concerned about exposing these cyber-spying sleeping cells all over US and Western Europe. A war of words wills just instigates action from FBI and CIA to after these sleeping cells.
