Short selling in the downtick was not allowed. Now it has been extended to some extent to the selling of the stocks and bonds. That is causing a major crisis in the market places.

The markets have been in turmoil in recent weeks as the fallout from soaring defaults on riskier home-mortgage loans spread. Since hitting a record in late July, the Dow Jones Industrial Average has fallen more than 5%, and people looking to sell their holdings, especially bonds, have often had trouble-finding buyers.

According to some analysts and think tanks the new rule of ‘downtick’ is the main culprit. If you cannot sell during the downtick, it can be a massive problem when market is falling apart.
