The eyes will be on the militants. It is the responsibility for every Hindu and Muslim Kashmiri individual to watch and stop the militancy in the state.
A government committee has recommended that troops in Kashmir vacate state buildings, homes, and farms where they have made bases to fight militancy, government sources said on Wednesday.
Over the years, thousands of troops have occupied homes, schools and farms to bolster security in a region where more than 42,000 people have been killed.
The sources said the committee, which has submitted its report to the government, has ruled out any major troops cut in the region where violence has sharply fallen since India and Pakistan began a peace process in 2004.
But it has proposed vacation of troops from buildings and land.
