Do not expect a 123 nuclear treaty soon but arrival of Burns in Delhi and a prospect of an agreement help India and US
India and US are brought together because of common geopolitical and trade issues. The largest democracies need each other because the two countries believe in the same issues – freedom, economic prosperity and anti-terrorism. It is the convergence of minds that brings US and India together.
Nicholas Burns, Washington's chief interlocutor on the nuclear deal, arrives on a two-day visit in New Delhi on Thursday in a bid to put back on track the talks to clinch the 123 pact to open nuclear commerce between India and the US.
It is a great news for both the countries. However, the issues involved in 123 nuclear treaties are of monumental size for both the countries. It will set precedence for India and US for future negotiations with other countries. India must maintain its stance of independent nuclear R&D, nuclear testing and demand for access to reprocessing technologies. America must ensure it is not setting up an example where a nuclear proliferator can get access to American nuclear technologies.
America finally understands that India was never a proliferator. Unlike, Pakistan, North Korea and Iran, India built its nuclear technologies indigenously without Chinese help. Every inch of Indian nuclear technology is home grown. That is the reason India demands to maintain its independent status.
The visit comes after Indian and US technical experts held two-day talks on the bilateral civil nuclear cooperation pact in London from May 21-22 during which India clarified its concepts on key issues like nuclear testing and demand for access to reprocessing technologies.
Burns, who is US Undersecretary of State for Political Affairs, had earlier put off his visit to New Delhi indefinitely amid speculation that the 123 negotiations were skidding off the track with serious gaps continuing to prevent an amicable deal.
