The way to cut taxes, reduce budget deficit, reduce long-term rates, and push the economy to new heights is to award public contracts prudently

The federal deficit needs control. The conservative camp is terribly upset at ballooning Government expenses. At the same time cutting expenses right and left has social implications on disadvantaged, senior citizens, children and those struggle to make both ends meet.

We need tax cuts at all levels. We want a smaller Government. We also want a compassionate approach to those who are socially and economically disadvantaged. How can we do it all? The solution lies in selecting vendors properly with less subjectiveness and award public contracts with shrewdness to save a lot of money.

For example – a local City Government wants to hire computer consultants to maintain its legacy systems. The Request for Proposal goes out and vendors respond. But who gets the contract? Even if we assume that there is no corruption, the selected vendor is well known someone who can create an impression in the minds of the evaluators in the Government agencies. Government Agencies use Excel spreadsheets to score on criteria and make a determination. Using Excel is dangerous for the purpose as it can create errors because of human mistakes.

Use of appropriate software can help the Government agencies to select the right criteria. The evaluation committee can consists of the right subject matter experts. The evaluators can rate and above all justify their ratings with comments as to why they gave each vendor a specific rating on specific criterion. The software compiles all the results together and ranks the vendors. A Web based database driven system creates the magic. The analytics, quantitative analysis, and transparency bring efficiency in the evaluation mechanism.
