Egypt is in charge of negotiating a prisoner swap between Israel and the Palestinian National Authority, Israeli Infrastructure Minister Benjamin Ben-Eliezer said Oct. 19. Egypt has blamed Palestinian militant group Hamas, which heads the Palestinian government, for preventing a deal that would secure the release of an Israeli soldier held in Gaza in exchange for hundreds of Palestinian prisoners in Israeli jails. Israel says it accepts the Egyptian negotiating framework.
