Artificial earthquake can be created with directing solar flares along a fault line and triggering the even with a series of programmed neutron bombs.

The real trick, the scientists find, is in programming these implosions to counteract the forces of two plates moving apart. The same holds true in applying intelligent sequence of explosions to two plates colliding with each other.

The computer algorithm becomes more complex when the one plate moves under the other in case of two plates colliding in oceanic crust.

The good news is that the same technology can be reverse engineered to stop earthquakes from happening.
