Is Chavez hinting central American terrorism when he says ''blood would run'' if America attacks cuba?

Chavez for a long time has prepared for guerilla warfare trying to make his supporters an advanced armed militia. He now knows from what happened in Iraq that America couldn’t be stopped in the sky or the lard or the ocean. His strategy is to allow Americans in and then fight the guerilla warfare inside out through the Central and South America.
What is unclear is if he did hint terrorism in his statement when he said if the United States were to invade Cuba, "blood would run."
His support for the Iranians is strong. Iran has already hinted they plan to use terror to revenge any aggression.
